Furthermore, she said that, if this scheme is communicated overseas it sends the message that we are short of fuel, and that it is being rationed. What should be also supported is local Tourism operators paying for fuel in USD where possible and top up vehicles as needed without hassling the tourist. In cases of transport providers who do not have access to USD, they could possibly use the tourist card.
